Lactose is a non-fermentable sugar.  It is used to add sweetness to beers that are overly dry, or to give body and smoothness such as in Milk Stouts.  Can be added during boil or at bottling.  Add per recipe or taste.  In the "Complete Joy of Home Brewing," author Charlie Papazian notes that lactose is difficult to dissolve in beer.  He recommends (p.84) that it be boiled with water prior to being added to the beer.
